Which resource owns an export?
The resource in the code example owns the API. A Police menu may use both sky_policejob and shared sky_jobs_base exports. Currency/provider functions belong to sky_base.
Every job's API/export navigation also displays its shared Jobs Base and Base references. These entries link to the original pages under Base. Large references are divided by feature so each page contains the relevant signature, arguments, example and result.
Client and server exports run on their documented side. Menu visibility and client availability do not grant server authorization.
